Given a search keyword, can return a list of results containing that tag.
Specifically:
 - figure out interface with back-end team to allow query to be run on back-end data. note this search doesn't require building your own indices, you'll simply need a sql select on the tags table. don't let the select be in your code, but try to make the interface be as flexible as is reasonable.
